The Director, Talent & Culture is a key member of AFSPAs leadership team, reporting to the Chief Operations Officer, responsible for developing and executing people strategies that support the organizations mission and long-term goals. This role will provide supervisory oversight of a team of HR professionals and oversee all HR functions - including talent acquisition, employee engagement, total rewards, compliance, performance management, and organizational development - while ensuring alignment with AFSPAs values, culture, and operational objectives. The Director will serve as a trusted advisor to senior leaders, a champion of employee experience, and a steward of AFSPAs commitment to integrity and service.

Duties and Responsibilities

Duties & responsibilities include, but are not limited to the following:

Strategic & People Leadership

  • Partner with the executive team to align HR initiatives with organizational strategy.
  • Lead workforce planning, talent strategy, and succession planning to ensure a strong leadership pipeline.
  • Provide thought leadership on organizational culture, employee engagement, and change management.
  • Lead and inspire a team of HR professionals to deliver strategic, high-impact HR solutions that support organizational goals and foster a high-performance culture.

Talent Acquisition & Management

  • Oversee innovative recruiting strategies to attract and retain top talent for all levels of the organization.
  • Implement effective onboarding programs to integrate new employees successfully.
  • Collaborate with leadership on compensation strategy, workforce planning, and succession management.

Talent Training & Development

  • Design and facilitate leadership and employee development programs that promote continuous learning and professional growth.
  • Conduct needs assessments to identify skills gaps and create targeted learning initiatives to improve workforce performance.
  • Measure training effectiveness through feedback, performance metrics, and continous improvement of programs.

Employee Engagement & Culture

  • Foster a positive, inclusive, and high-performance work environment.
  • Develop initiatives that enhance employee engagement, recognition, and retention.
  • Partner with leaders to ensure open communication, trust, and alignment across the organization.

Total Rewards & Performance Management

  • Oversee compensation and benefits programs to ensure competitiveness, equity, and compliance.
  • Manage annual performance review cycles and implement strategies to drive high performance.
  • Partner with Finance on budgeting for HR programs and initiatives.

Compliance & Risk Management

  • Ensure compliance with all applicable federal, state, and local employment laws and regulations.
  • Develop and maintain HR policies and procedures that reflect best practices and organizational values.
  • Provide guidance on employee relations issues, investigations, and conflict resolution.

Qualifications:

  • Expertise in employment law, HR best practices, and change management.
  • Demonstrated ability to lead with integrity, empathy, and cultural competence.

Education/Experience:

  • Bachelors degree in Human Resources, Business Administration, or related field required; Masters degree preferred.
  • 10+ years of progressively responsible HR leadership experience, with at least 5 years in an HR Generalist or HR Specialist role.
  • Experience in healthcare, association, nonprofit, or mission-driven organizations strongly preferred.
  • SHRM-SCP or SPHR certification preferred.

Work Location:

The following are work locations that AFSPA utilizes: New Carrollton, Maryland Satellite Office; Washington, DC Headquarters; and hybrid remote. AFSPA does not have any fully remote positions. Work location will be assigned and/or changed based upon business need and at Managements sole discretion.

Language Ability:

Ability to read and interpret general business periodicals, safety manual, operating and maintenance instructions, and procedure manuals.Ability to write routine reports and business correspondence.Must possess excellent communication and written skills.Must have excellent organizational skills. Ability to speak effectively with colleagues and management.

Math Ability:

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals; and calculate figures and amounts such as percentages.Ability to draw and interpret bar graphs and pie charts.

Reasoning Ability:

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Computer Skills:

To perform this job successfully, an individual should be strong in Microsoft Office Suite and research and literature review using the internet.

Salary Range

The salary range for this position is $115,000 146,000 annually, based on experience and qualifications
