The scope of services described focuses on supporting the 100th Ground-based Midcourse Defense (GMD) in operational and logistical responsibilities for the Ballistic Missile Defense Mission. The contractor is tasked with preparing, planning, and scheduling presentations, maintaining documentation, and conducting about four quarterly progress reviews. These reviews involve meetings, conferences, Technical Working Groups (TWG), In-Progress Reviews (IPR), Technical Interchange Meetings (TIMS), and symposiums attended by the contractor for the US Army Space and Missile Defense Command (USASMDC).

Overview:

We are seeking a highly experienced Senior Operations Analyst to support the Commander, Naval Surface Force Atlantic (COMNAVSURFLANT), specifically within the Maintenance and Engineering Directorate (N43). This role provides critical programmatic, technical, and analytical support for maintenance, modernization, and engineering functions across the Atlantic Fleet’s surface vessels.

This is a contingent position pending contract award. The ideal candidate will demonstrate deep knowledge in lifecycle maintenance and modernization planning, technical problem-solving, and Navy program execution.

Key Responsibilities:

  • Provide senior-level analytical and programmatic support to CNSL N43 leadership.

  • Develop and revise work plans, schedules, and budget estimates.

  • Prepare and edit technical documents, task order plans, and operational manuals.

  • Draft Statements of Work (SOWs), Concept of Operations (CONOPS), and Requirements Documents.

  • Conduct site surveys, write after-action reports, and develop and maintain reports/briefings.

  • Lead and participate in meetings, conferences, and technical exchanges with government and industry stakeholders.

  • Analyze program data, perform metrics reviews, and support administrative and governance tracking.

  • Manage maintenance availability planning (CNO Availabilities, CMAVs), 3M, Damage Control, TSRA visit program scheduling, and other technical efforts.

  • Support Surface Force Maintenance Policy execution, project closeout, and modernization coordination.

Qualifications:

  • Experience: Minimum of 12+ years of relevant operational analysis or Navy maintenance/engineering program support experience.

  • Proven experience in developing technical documentation and delivering program briefings.

  • Demonstrated ability to support Navy logistics, lifecycle maintenance planning, or ship modernization programs.

  • Exceptional communication and organizational skills; ability to lead and collaborate across cross-functional teams.

  • Experience with Navy planning tools, metrics, and scheduling programs is highly desirable.

  • Experience supporting TYCOM, RMCs, or related Navy command organizations is a strong plus.

Education:

  • Bachelor’s degree in Engineering, Operations Research, Management, Business, or related field preferred.

  • Equivalent military experience and technical training may be considered in lieu of formal education.

Security Clearance:

  • Active Secret Clearance is required at time of application and must be maintained throughout employment.
